What 𘌃 means
It names rice or the rice plant in written Tangut.
A Tangut word list glosses 𘌃 as “rice” or “rice plant.” A scholarly reconstruction writes its reading as rer²; treat that as a reconstructed form, not a certain guide to its sound.
The Tangut script was made to write Tangut, the language of the Western Xia kingdom, and its forms drew partly on Chinese writing. Western Xia used it for state documents and Buddhist translations from around 1036. After the kingdom fell in 1227, Tangut continued in religious texts; a known inscription dates to 1502.

1Questions people ask
1Why does 𘌃 show as a box on some devices?
Not every system ships a font for the Tangut block. Where none is installed, the character shows as an empty box; adding a font such as Noto fixes it. The character itself is still correct and copies correctly.
