What 𘌿 means
It means “skilful” or “clever” in Tangut.
The 12th-century Sea of Writing, a Tangut rhyme dictionary that groups words by rhyme, records 𘌿 at entry 12.251.
Tangut writing came into use around 1036 for official and cultural life in Western Xia, a medieval state. Its characters drew on Chinese-style forms, but Tangut is a separate language and script. Buddhist works and laws survive; after Western Xia, it continued under the Yuan and Ming dynasties before dying out.

1Why does 𘌿 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
