What 𘍁 means
It is a Tangut character glossed “look” or “watch.”
Li Fanwen’s Tangut–Chinese dictionary pairs entry 5695 with 看, Chinese for “look.”
Western Xia, a kingdom in northwestern China, spoke Tangut. Its script, also called Xixia, was created around 1036 under the first emperor for records, diplomacy, and Buddhist translations. After the Mongols conquered Western Xia in 1227, Tangut writing continued under the Yuan and Ming; a late example is dated 1502. Tangut characters resemble Chinese characters, but belong to a separate script.
Historical; useful in Tangut and script studies.
Unicode’s numbered name is an identifier, not the dictionary gloss.

1Why does 𘍁 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
