What 𘎥 means
It means “to place” or “to put in position.” The scholarly transcription ¹toq₄ is how researchers write its reconstructed Tangut reading.
The script was promulgated in 1036, before the Western Xia dynasty. An imperial decree established it for Tangut official, cultural, and Buddhist texts. Chinese writing supplied a structural model for the script; this Tangut word is not a Chinese equivalent. After the Mongol conquest, Tangut ceased to be used in daily life. A standalone glyph therefore reads as historical or scholarly material, not a clear everyday instruction.
Historical and scholarly; a standalone use is not a clear chat instruction.
Readers who do not know Tangut will not infer “put it here” from the glyph alone.

Questions people ask
1Why does 𘎥 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
