What 𘐀 means
It means “Tibet” in Tangut. The Tangut script was used by Western Xia, a state in what is now northwestern China. Its characters can resemble Chinese characters, but Tangut is a separate writing system.
Tangut was established around 1036 for state use: schools taught it, officials wrote documents in it, and Buddhist works were translated into it. Buddhist texts distinguish Tibet proper from Amdo and Tsongkha, areas under Tangut rule. Tangut writing continued after Western Xia fell in 1227; the latest known example is from 1502.

1Why does 𘐀 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
