What 𘐋 means
It means “rough” in Tangut. Li Fanwen’s dictionary index gives that gloss.
Tangut writing was created in 1036 on ruler Li Yuanhao’s orders as part of state-building. Its creators are thought to have wanted a Tangut collection of Buddhist scriptures and an identity distinct from Song China. They followed the example of their Khitan neighbors and drew on Chinese writing without deriving from it; surviving texts include Buddhist works and translations from Chinese and Tibetan.
