What 𘐛 means
A Tangut character glossed as “ankle.”
A Tangut–Chinese dictionary glosses it with 踝 (“ankle”); that does not make 𘐛 a Chinese character.
Western Xia ruler Li Yuanhao ordered the script around 1036. The Tangut court followed the neighboring Khitan people, who had created scripts about a century earlier. Tangut writing was inspired by Chinese characters but remained a distinct script. Its purposes included writing the Tangut language, expressing state identity, and translating Buddhist scriptures. The texts include official and private records and secular translations from Chinese. Writing continued under Yuan and Ming rule after the Western Xia fell in 1227, before becoming obsolete by the end of the Ming dynasty.
