What 𘑕 means
Interpret it within the Tangut word or passage around it. 𘑕 belongs to Tangut writing, also called the Xixia script. The script was commissioned in 1036 by Emperor Li Yuanhao as part of building the Western Xia state; one major purpose was a Tangut Buddhist canon, a collection of Buddhist scriptures. Tangut writing was also used for secular works based on Chinese sources and translations from Tibetan. A Khara-Khoto Tangut manuscript is probably from the 12th or early 13th century. After the Mongol conquest in the 13th century, Tangut left daily use.
Why does 𘑕 display as a square?
Your font may lack Tangut coverage. This is text, so the active font draws it. A blank square usually means the character reached the device but the font lacks Tangut characters; different Tangut fonts can draw the same character differently.
Specialist and archival: at home in Tangut, manuscript, font, or Unicode discussions; opaque as an isolated casual message.

Questions people ask
1Why does 𘑕 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
