What 𘑯 means
It means a section or segment in Tangut.
A Tangut–Chinese dictionary records the scholarly reconstruction ꞏwu² for its reading and glosses it with the Chinese character 段, meaning “section” or “segment.” 段 explains the sense; it is not another way to write 𘑯.
Why does 𘑯 look like Chinese?
𘑯 belongs to Tangut, a distinct historical script.
The Western Xia state developed Tangut for imperial and cultural writing around 1036 CE. The script remained in use during the Yuan and Ming dynasties, then fell out of use.
Tangut characters may resemble Chinese characters, but the scripts are distinct. Historical manuscripts ran top to bottom in columns ordered right to left; scholarly editions commonly print them left to right. A font without Tangut support may leave 𘑯 blank or show a missing-character box.

Questions people ask
1Why does 𘑯 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
