What 𘑶 means
Its meaning is “other.”
A scholarly transcription writes its reading as tse¹; the raised 1 marks tone and is not part of the glyph.
The Tangut script was developed for the Western Xia state around 1036 for administration and literature; it was also used to translate Buddhist texts. It resembles Chinese writing but is a separate script with its own characters. It remained in use into the Yuan and Ming dynasties and was obsolete by the end of the Ming dynasty.

Questions people ask
1Why does 𘑶 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
