What 𘒪 means
The documented sense is “order” or “command.”
In parallel translations of Sunzi, a Chinese military classic, and Jiangyuan, a military treatise, 𘒪 corresponds to Chinese 命. Those passages use it for a ruler’s order; surrounding words show who gives or receives the order.
The Tangut script was created in 1036 by order of Emperor Li Yuanhao to support the state and its distinct identity, and to write Buddhist translations. A Tangut manuscript from the archaeological site of Khara-Khoto probably dates to the 12th or early 13th century. That dates one surviving manuscript, not the first appearance of 𘒪.
Historical and specialist; surrounding words provide context for who gives or receives the order.
A lone 𘒪 cannot tell you who issued or received the order.

Questions people ask
1Why does 𘒪 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
