What 𘖆 means

A Tangut dictionary or passage gives its reading and sense.

Is 𘖆 a Chinese character?

No; it belongs to the separate Tangut script.

In 1036, Western Xia emperor Li Yuanhao ordered it to mark the state’s identity and write Buddhist texts in Tangut.

Tangut forms drew on Chinese writing’s appearance and structure. The neighboring Khitan rulers of Liao had commissioned scripts about a century earlier. Tangut texts also included translations from Chinese and Tibetan.

Why does 𘖆 show as a box on some devices?

Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
