What 𘖞 means

No. It belongs to the Tangut script.

The Western Xia court officially introduced Tangut writing in 1036 as a state script beside Chinese and commissioned models to spread it. Its square style draws on Chinese writing, but the characters record a different language.

Tangut appears in Buddhist translations, legal texts, and original works. A Tangut inscription dated 1502 shows that the script survived long after the Western Xia ended.
