What 𘖤 means
Li Fanwen’s dictionary glosses it as “clank.”
Its reconstructed Tangut reading is written khie̱j¹.
If it appears as a box, the active font lacks Tangut coverage; the character is unchanged.
Why was Tangut writing created?
It gave Western Xia a script for Tangut.
Tangut writing was created in 1036 under Western Xia emperor Li Yuanhao. It served official documents; a main reason was likely a Tangut collection of Buddhist scriptures.
After Western Xia fell, Tangut writing continued under Yuan and Ming rule in religious texts and inscriptions, then fell out of use by the end of the Ming.
Historical Tangut vocabulary.
Tangut resembles Chinese, but the scripts are separate and unrelated.

1Why does 𘖤 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
