What 𘖻 means

Emperor Li Yuanhao ordered Tangut writing around 1036 as part of state-building. It enabled government records and Buddhist translation, while a native script also distinguished Western Xia from Song China. The neighboring Khitan people had already created their own scripts, setting a precedent. Tangut texts include official, religious, and secular works; use continued under Yuan and Ming rule after Western Xia fell, until the script became obsolete by the end of the Ming dynasty.
