What 𘗅 means
Its dictionary gloss is “hook.” Li Fanwen’s 2008 definitions list gives entry 4919 that gloss; Unicode’s chart links L2008-4919 to this character.
The Tangut script was created around 1036 for the Western Xia (Xixia) state and a major project to translate the Buddhist canon, a collection of Buddhist scriptures. It appears in Buddhist, official, and secular texts. The earliest Tangut document passed down to us is dated 1072. The script continued after Western Xia fell in 1227, with written evidence through 1502. Tangut writing resembles Chinese characters and followed earlier Khitan state scripts in the region; these script-level connections do not show that this graph derives from a Chinese or Khitan character.
Historical and scholarly; its natural setting is Tangut writing.

1Why does 𘗅 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
