What 𘗖 means
Its meaning belongs in the Tangut word around it.
One scholarly reading of a Tangut-language poem translates the two-character word 𘗖𗫶 as “to dwell, to reside.” That gloss belongs to the pair, so this source does not establish that 𘗖 alone means “dwell.”
Tangut, not Chinese
Created around 1036 to write Tangut, the script was modeled on Chinese writing but developed as its own system. Western Xia used it for state records and translated Buddhist texts. After the dynasty fell in 1227, Tangut writing remained in Buddhist use.

Questions people ask
1Why does 𘗖 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
