What 𘘂 means
“Permanent” is the dictionary gloss. The English index to a Tangut dictionary links entry 0872 to 𘘂; “Tangut Ideograph-18602” is a generated code label, not a translation.
Western Xia’s first emperor ordered the Tangut script around 1036; another account says his father began developing it and he later standardized it. It served state-building and Buddhist translation, following Khitan scripts made about a century earlier and drawing on Chinese writing models. Tangut manuscripts from Khara-khoto preserve Buddhist works and Chinese texts translated into Tangut; use continued under the Yuan and Ming dynasties before the script became obsolete.

Questions people ask
1Why does 𘘂 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
