What 𘘆 means
It is a Tangut verb glossed as “to enclose.”
Why was Tangut writing created?
It gave Western Xia a script for Tangut.
Under ruler Li Yuanhao, officials including Yeli Renrong developed the script around 1036. Its forms drew on Chinese character structures but wrote Tangut, a different language; Chinese was also used.
The script served government, law, books, and Buddhist translations; its creation also marked Tangut political identity. Tangut writing continued after Western Xia fell, lasting into the Ming period. In 1804, scholar Zhang Shu identified an inscription as Tangut.

Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
