What 𘘨 means
“TANGUT IDEOGRAPH-18628” is a catalog label, not a translation. Read 𘘨 within the Tangut word or passage where it appears.
Why did Tangut writing exist?
Western Xia used Tangut for state-building, records and Buddhist writing. The script began in 1036 under the state’s first emperor. The earliest known example is an official document from 1072; a 1502 inscription shows later survival. Surviving texts include Chinese translations, Confucian works, military writing and literature.
Historical writing; interpret 𘘨 in Tangut text.
Chinese-inspired square forms do not make it Chinese.

Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
