What 𘘻 means
It means “ask” or “inquire.” A Tangut dictionary glosses it as the act of asking; read it as a word, not as a question mark.
The Tangut script was created under Western Xia’s first ruler around 1036 to write the Tangut language. After Mongol armies ended the state in 1227, Tangut writing continued under the Yuan and Ming dynasties; many surviving post-conquest texts are Buddhist. By the end of the Ming dynasty, the script had become obsolete. Its square forms may remind you of Chinese characters, but Tangut is a separate script for another language, not Chinese written in a different font.
