What 𘙇 means
A Tangut dictionary glosses it as “black millet.” This is a Tangut sign; Chinese 秬 is its dictionary counterpart, not its reading.
Under Western Xia’s first emperor, the Tangut script was created around 1036 to write the Tangut language. It remained in use through the Yuan and Ming periods, then was obsolete by the end of the Ming dynasty. Its Chinese-like shapes do not make this sign Chinese.
Historical and specialist; it belongs in Tangut writing or discussion of historical texts.

1Why does 𘙇 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
