What 𘚢 means
It means “punish” or “chastise.” A Tangut dictionary index gives its reconstructed reading as zja and pairs the entry with Chinese 懲, a meaning gloss rather than an alternate spelling.
The Tangut script was created around 1036 under the first Western Xia emperor for state-building and a Buddhist canon in Tangut, a collection of scriptures. Its forms resemble Chinese, but the writing systems are historically unrelated. Surviving texts include official, religious, legal, and translated secular works. The earliest Tangut woodblock print in the Institute of Oriental Manuscripts collection is dated 1084. The script remained in use through the Yuan and Ming dynasties and was obsolete by the end of Ming.
Historical Tangut character; suited to discussion of the script and its texts.
A blank box means the font cannot render Tangut here, not that this is a different character.

Questions people ask
1Why does 𘚢 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
