What 𘛇 means
It is glossed as “utensils” in Tangut.
Li Fanwen’s 2008 English index lists entry 3879 under “utensils”; the Unicode 18.0.0 Tangut chart maps 𘛇 to L2008-3879.
Is Tangut Chinese, or a separate script?
No. Tangut is a distinct script for the Tangut language.
The forms drew on Chinese and Khitan writing, but Tangut recorded its own language. Western Xia used the script for government records, law, and a Buddhist canon—a collection of Buddhist scriptures—and for translations from Chinese. Later texts kept it in use after Western Xia fell, before it became obsolete.

1Why does 𘛇 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
