What 𘛘 means
𘛘 is a Tangut verb meaning “to expand.”
The Tangut script was used by the Western Xia state, also called Xixia. This character is a word within Tangut text; surrounding characters clarify how it fits the sentence.
Li Yuanhao's Western Xia state introduced Tangut around 1036 as part of state-building. The earliest known surviving Tangut example is an official military document from Guazhou dated 1072; a Baoding inscription from 1502 is a later example. Tangut character forms follow patterns used in Chinese writing, but Tangut is a separate script. A proposed link to the Khitan script, another historical writing system, remains disputed.
