What 𘛤 means
It identifies the character in Unicode’s inventory.
Unicode builds Tangut names from code points. Here, 186E4 is an identifier, not the glyph’s Tangut pronunciation or dictionary meaning.
Why was Tangut writing created?
Western Xia needed writing for its own language and state.
Emperor Li Yuanhao ordered the script around 1036 for state-building and official and cultural life. Its forms took inspiration from Chinese writing without deriving from it; Khitan neighbors had developed scripts about a century earlier. Tangut writing later appears in Buddhist and secular texts.

Questions people ask
1Why does 𘛤 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
