What 𘛧 means
It is a Tangut character glossed as “to fall.”
In Li Fanwen’s 2008 Tangut–Chinese dictionary, it appears as entry 0681, with the gloss “to fall.”
The Tangut script—the writing system for the Tangut language—was created around 1036 during Western Xia rule. It was used in official and private records, Buddhist texts, books, and inscriptions.
Why does 𘛧 look Chinese?
Tangut was designed in a Chinese-influenced style.
Tangut’s designers drew on Chinese writing and neighboring Khitan script traditions. The Western Xia court used it to write its own language and translate Buddhist texts, distinguishing the state from Song China. These influences describe the writing system; 𘛧 itself has a Tangut meaning.
After Mongol forces conquered Western Xia, Tangut writing continued into the Yuan and Ming dynasties but fell out of use by the end of the Ming period.
Specialist and historical: it belongs in discussion of Tangut texts, not as a Chinese word.
Its Chinese-style strokes do not make it a Chinese character.
