What 𘛷 means
It names a sudden crash of thunder.
The 2008 English index to a Tangut dictionary lists the entry as L2008-5211 and glosses it “thunderclap.” That gives you a word-level meaning; the character alone does not signal the sender’s mood.
Why was the Tangut script created?
It gave the Western Xia state a script for its own language.
Created in the 11th century, Tangut writing served government and cultural life, including Buddhist, Confucian, military, and literary texts and translations. Its design drew on Chinese characters; neighboring Khitan states also used their own scripts. The earliest transmitted Tangut document is dated to 1072.

1Why does 𘛷 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
