What 𘛺 means
Unicode supplies a character ID, not a Tangut translation.
Tangut, also called Xixia, is the language this script was made to write. Historical dictionaries give each character’s pronunciation and short translation; the surrounding words show which meaning fits the passage.
Is 𘛺 Chinese or Tangut?
It is Tangut, a distinct script for writing Tangut.
The Tangut script was created under Western Xia’s first emperor around 1036 for state writing. Official records and Buddhist texts used it. It stayed in use under Yuan and Ming rule after the kingdom fell, then became obsolete by the end of the Ming dynasty.
Tangut writing drew on Chinese script; Khitan influence is debated. These links concern whole scripts, not a Chinese or Khitan counterpart for 𘛺.

Questions people ask
1Why does 𘛺 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
