What 𘜆 means
It is the Tangut word for wrestling or a contest of strength.
Tangut dictionaries gloss it as “wrestling”; a surrounding sentence can make the translation more specific.
is this Chinese character?
No. Tangut is a distinct script for the Tangut language.
Western Xia (the Tangut state) developed the script around 1036 for government, writing its language, and translations from Chinese and Tibetan. The Sea of Characters, a Tangut dictionary from the 12th century, records 𘜆. Tangut writing continued after the state fell; the latest known example is dated 1502. Khitan and Jurchen writing were also modeled on Chinese characters, but each was a separate script.
Historical and specialist; its meaning comes from Tangut vocabulary.

1Why does 𘜆 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
