What 𘜐 means
A Tangut dictionary lists this exact character under “justice.”
When was Tangut writing created?
It dates to around 1036, under Li Yuanhao, Western Xia’s first emperor. The court taught Tangut writing for state records and books.
A 1072 message to a military inspector in Guazhou is the earliest surviving document. A stone inscription from 1502 shows Tangut writing outlasted the kingdom, which fell in 1227.
Is 𘜐 a Chinese character?
No; 𘜐 belongs to the separate Tangut script. Its square form resembles Chinese writing. A proposed connection to Khitan writing, another medieval script, remains disputed. Historical sources also record variant Tangut glyph shapes.

1Why does 𘜐 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
