What 𘜽 means
Tangut dictionaries gloss it as “flower.”
Scholars transcribe its reconstructed reading as sji¹. A dictionary uses 花, Chinese for “flower,” as the gloss; the glyphs are not interchangeable.
Is 𘜽 a Chinese character?
No; it belongs to the Tangut script.
Tangut was a historical language; its script entered Western Xia state use in 1036 for administration, schools, translation, and Buddhist printing. After the state fell in 1227, Tangut writing continued in religious and monumental texts. Khitan and Jurchen were neighboring scripts.
Historical Tangut usage.
A shared gloss does not make 𘜽 and 花 interchangeable.

1Questions people ask
1Why does 𘜽 show as a box on some devices?
Not every system ships a font for the Tangut block. Where none is installed, the character shows as an empty box; adding a font such as Noto fixes it. The character itself is still correct and copies correctly.
