What 𘝍 means
It means a gale, or fierce wind, in Tangut. siej and śiej are scholarly reconstructions of its Tangut reading.
Tangut writing entered official use around 1036 under Western Xia. It served state records and schools; Buddhist texts were translated and printed in it. The earliest known surviving example is an official document from 1072.
Tangut writing drew on Chinese writing but records a different language. Possible influence from Khitan writing is debated. Tangut continued in Buddhist and other religious texts after Western Xia fell.
