What 𘞒 means
It means “to go along with.” Li Fanwen’s Tangut dictionary index records the reconstructed reading sjwi (entry 1516). The Latin spelling is a scholarly transcription, not a pronunciation readable from its strokes.
The Tangut script took shape under Western Xia rule about 1036 CE, for administration and cultural distinction. Its earliest surviving example is an official document sent to a military officer in Guazhou in 1072. Chinese writing principles influenced it; nearby Khitan rulers had an earlier state script. Translations and Buddhist books followed.
