What 𘞯 means
It means “sickle” in Tangut.
The Tangut script was created around 1036 under Western Xia ruler Li Yuanhao for Buddhist texts and state use, giving the kingdom a written identity alongside Song China. Its visual tradition drew on Chinese writing, as did earlier scripts of the neighboring Khitan people, but Tangut was not derived directly from Chinese.
Manuscripts from Khara-Khoto preserve Tangut texts from the 12th or early 13th century. The script continued under the Yuan and Ming dynasties and was obsolete by the end of the Ming dynasty.

It may signal interest in Tangut or Xixia history.
That reading is an inference from Tangut’s historical and scholarly role. In modern chat, add the “sickle” meaning if the recipient may not know Tangut.
