What ް means
It marks the absence of a following vowel. Thaana uses vowel marks called fili; sukun fills the no-vowel role. On a word's first consonant, it usually signals a borrowed cluster: consonants together without a vowel between them.
The letter carrying it matters. Word-final alifu or shaviyani with sukun can represent a glottal stop—a brief closure in the throat. Before another consonant, some combinations mark a doubled consonant.
Why does Thaana sukun look wrong?
It needs a letter and a font that handles Thaana. Microsoft's text-rendering system, Microsoft Uniscribe, can show an invalid letter–mark combination on a dotted circle, or a box if the replacement glyph is missing.
Enter the consonant first, then sukun. Thaana reads right to left; let the font position the mark rather than adding spaces to move it.
Its spelling history predates computers
Thaana's history reaches back centuries. One account connects it with reform after 1573; early inscriptions at Kaditheemu date to 1599 and 1611. The older Maldivian script Dhives Akuru also used a vowel-cancelling sign and special sukun letters.
In 1890, Naibu Thuhthu used poetry and Arabic grammar to debate sukun spelling. His memory aid for choosing which letters carry the mark applied to dialects north of the Huvadhu channel, not every Dhivehi variety.

1Arabic sukun also means no following vowel, but it is a different character. Use the Thaana mark with Thaana letters; the dotted circle is a display aid.

2Questions people ask
1Why does ް show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
