What ⎱ means
Pair it with ⎰ around tall mathematical material. The two marks form a curly delimiter around a matrix (a grid of values) or a formula written in separate cases. The nickname “right moustache” describes its curved shape; alone, ⎱ is just the closing side, not a full brace pair.
An early printed curly brace appears in Gregor Reisch’s Latin textbook Margarita Philosophica (“Philosophical Pearl”) in 1503. It groups information into a hierarchy, and the surviving brace seems to have been cut by hand for that setting. Mathematical writing later used full braces to group expressions, describe sets, and separate cases; ⎱ is a separate typesetting piece for drawing one side of a tall brace.
Technical typesetting; in ordinary prose it reads as a stray punctuation mark.
Use ⎱ only as the closing side; a whole brace needs its matching partner.

1Why does ⎱ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.

A visible symbol can contain several code points. JS .length counts UTF-16 units; UTF-8 counts bytes.
