What ♅ means
The H honours William Herschel, the planet's discoverer. The planets known since antiquity already had their own symbols, and the new world was given one to match. In 1784 the French astronomer Jérôme Lalande proposed a globe crowned by Herschel's initial.
Herschel was the first person to find a planet with a telescope, and he wanted to call it after his patron, King George III. That name never caught on abroad; Uranus, the Greek god of the sky, won in the end.
Is ♅ the astrology symbol or the astronomy one?

The other sign, , is a circle with an arrow on top, built from the Sun and Mars symbols, and is the one usually listed as Uranus's astronomical symbol. Both are planetary symbols for the same planet; in scientific writing the name itself is usually clearer.
