What ꕜ means
It writes a syllable in Vai text.
The early history of the Vai script begins in Liberia in the early 1830s. Mọmọlu Duwalu Bukẹlẹ of Jondu is chiefly credited with developing it to write the Vai language. He later said a dream inspired it; a missionary account mentions Vai writing in March 1834.
An early, roughly 50-page manuscript, The Book of Ndole, was written by Bukẹlẹ’s cousin Kaali Bala Ndolẹ Wano, who used the name Rora; it is the longest surviving text from the script’s early period. Vai writing served letters and record-keeping; later literature includes histories, folktales, and religious works. A conference at the University of Liberia in 1962 worked to standardize the syllabary. Possible influence from Latin and Arabic writing has been discussed; Cherokee influence remains conjectural. Visual similarity alone does not establish descent.

1Why does ꕜ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
