What ꀝ means

Text around it determines the word it represents.

In Nuosu romanization, b sounds like p in English “spin”; ie is roughly “eh.”

How did Liangshan Yi writing develop?

Traditional Yi (Cuan/Wei) writing varied by region. Priests used signs for ideas in religious, magical, medical and family texts; its forms appear unrelated to Han characters. Aki is traditionally credited with creating it during the Tang dynasty (618–907). The oldest surviving inscription is on a bronze bell dated 1485; Western Han finds are disputed. The Liangshan Yi syllabary was devised in 1974 and promulgated in 1980 for Nuosu literacy.
