What ꉦ means
It represents one spoken syllable in Nuosu Yi.
How did Yi writing develop?
One often-cited Yi inscription on a bronze bell is dated 1485; surviving paper texts appear around 1500. In older practice, bimo—ritual specialists—used Yi manuscripts for funerals, healing, exorcism, divination and genealogy.
The Liangshan standard was developed in 1974 to improve literacy and promulgated in 1980. It draws on older Northern Yi forms and standardizes writing for Nuosu Yi, not every Yi language.
Someone sent me ꉦ? It is a piece of Yi writing; the surrounding word supplies context.

Questions people ask
1Why does ꉦ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
