What ꋸ means

It writes the syllable romanized nzuox in the Liangshan Yi standard.

Yi script has regional traditions, and its beginnings are debated. Surviving ritual manuscripts include examples from the 15th–16th centuries. Bimo, Yi ritual specialists, used such books for funerals, spells, and divination. The Liangshan standard was devised in 1974 and promulgated in 1980, adapting older forms used in northern Yi communities for schooling, official texts, newspapers, and literature.

Why does ꋸ show as a box on some devices?

Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
