What ꁅ means
It is Liangshan Yi puop, also used as a hand classifier. A classifier accompanies a counting word to show what is counted; here, it groups hands. A Nuosu wordlist from 2022 records this use.
Older Yi writing had local forms, not one shared script. Bi-mox—Yi religious specialists—used it in ritual, magical, medical, and genealogical texts. Some older signs represented ideas or words; modern Liangshan writing represents syllables. Its standard was designed in 1974 and formally issued in 1980 for Nuosu, one Yi variety; it does not cover all Yi languages.

1Why does ꁅ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
