What ꑞ means
It writes the Nuosu syllable xix in the Liangshan Yi standard.
In the standard Latin-letter spelling, initial x represents a consonant close to English “sh,” i is the vowel, and final x marks the secondary-high tone. A font may draw that tone mark like a small inverted-breve shape, but the Yi syllable is one character.
As one syllable, ꑞ contributes a sound within a Yi word or phrase; the surrounding syllables provide the word-level meaning. By itself, it has no one fixed English translation.
Why was the Yi script standardized?
The Liangshan standard gave Nuosu a consistent modern writing system.
Yi writing has older regional traditions. Reports of bronze and stone evidence from the Western Han period are uncertain. A bronze bell from 1485 is identified as the earliest dated surviving monument in a specialist history; undated manuscripts may be older.
Traditional Yi texts served ritual specialists and carried religious, magical, medical, genealogical, and community knowledge. The Liangshan standard was devised in 1974 and officially promulgated in 1980 to support literacy and replace locally inconsistent spellings with a modern system.
Is this the traditional Yi script?
It belongs to one regional standard, not every Yi tradition.
Yi writing has several regional traditions across Sichuan, Yunnan, Guizhou, and Guangxi. Their glyphs, readings, meanings, and writing directions can differ, even where forms share historical connections. ꑞ belongs to standardized Liangshan/Nuosu orthography, not every older or regional form.
The modern Yi Radical index borrows an indexing approach from Han characters, the character-based units used to write Chinese. It groups forms by visual components for lookup; those radicals are filing aids, not meanings inside ꑞ.
A written syllable in standardized Liangshan Yi, not a reaction with a tone of its own.
One syllable alone does not give the meaning of a whole Yi word.
