What ⌼ means
It rotated the ordered components of a file.
APL/700 files held components—individual APL values, such as numbers or arrays—in sequence. ⌼ shifted them circularly: items moved off one end reappeared at the other, and a negative amount turned the shift the other way.
Other APL/700 file commands read or wrote components, selected or removed them at either end, and compressed or expanded the ordered set. The APL/700 User Reference Manual, published in April 1974, documents this operation.

1Why does ⌼ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
