What ࣦ means
It follows the consonant and sits beneath it.
In a Rohingya spelling, insert it immediately after the consonant. An editor with Arabic mark positioning anchors it below that letter; a font without that support can leave it misplaced or show a dotted circle.
When Rohingya text uses a tone mark, it sits below this vowel mark, not directly below the consonant.
Why does the curly kasra differ from ordinary kasra?
In Fonna it marks short “e”; ordinary kasra marks short “i.”
A Unicode proposal from 2010 described Arabic-script Rohingya writing as more than 200 years old. Fonna adapted Arabic writing because its inherited vowel marks did not distinguish all Rohingya sounds.
The wider system also uses curly forms of fatha and damma, the other Arabic vowel marks, and doubled vowel marks for nasalized vowels. Hanifi and Latin-based Rohingyalish are other Rohingya writing systems with different scripts, not alternate forms of this mark.
This belongs to Rohingya Fonna spelling; it is not a decorative form of Arabic kasra.
Do not substitute ordinary kasra: it marks a different vowel.

1Why does the curly kasra show a dotted circle?
It can. A renderer may add a dotted circle when a combining mark has no base letter or its positioning is unsupported. Place the mark after a base letter in a font that supports Arabic mark positioning.
