What ࣈ means
Balti's Perso-Arabic alphabet was expanded in 1985 with seven letters for sounds that its earlier spelling did not cover. Balti had used Tibetan writing from 727 AD; after conversion to Islam in the late 14th century, Persian-derived writing replaced it, though Tibetan use continued into the 17th century.
The Spring 2019 Unicode review linked this glyph to the Balti Primer approved by Pakistan's National Language Authority. Its name follows the pattern of ordinary Gaf, but the review treats graf as a separate Balti letter.

1Why does ࣈ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
