What ﮘ means
It is the joining form of Gueh, a Sindhi and Saraiki letter. The sound /ɠ/ is like /g/ made at the back of the mouth, but with a short inward pull of air; its technical name is a voiced velar implosive.
Under British rule, a Perso-Arabic alphabet adapted for Sindhi was standardized in 1853 for official correspondence and schooling. Extra letters let Sindhi spell consonants not distinguished in Arabic and Persian, including Gueh. A competing school alphabet in Khudawadi, a local Landa script, was completed in 1868 and dropped by 1910. Devanagari-script Sindhi writes the same sound with ॻ.
Should I type this Arabic presentation form?
No; use the base character in ordinary text.
Arabic letters change outline to join their neighbors. Unicode kept pre-shaped variants for compatibility, but recommends using the underlying letter in ordinary text: layout software chooses the right shape, which travels more reliably between apps.

1Why does ﮘ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
