What ڹ means
It marks a retroflex n in two South Indian writing traditions.
The dot below adapts the Arabic letter noon to represent a sound not used in standard Arabic. Arwi is Tamil written in Arabic script; Arabi Malayalam is Malayalam written in an Arabic-derived script. Their religious and literary traditions developed separately. The Muhiyaddin Mala, an Arabi-Malayalam religious poem, is dated 1607, though its status as the earliest work in that tradition is debated. Arabic-script Tamil is documented at least in the eighteenth century.
