What ࢥ means
It is a separate letter with its own spelling convention. A 2010 Unicode proposal listed it for Chad’s national Arabic orthography and described the special consonants as government-standard forms expected for future use, not then in current use.
In the first Islamic century, Qur’anic manuscripts and the Dome of the Rock inscription used a related qaf with a dot below to distinguish it from fāʾ. By the eighth century, some traditions had moved qaf’s dot above and fāʾ’s below; two dots above qaf appear from the ninth century onward. Those historical forms are related, not interchangeable with ࢥ.

1Why does ࢥ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
